In a bowl,grate carrots with the help of grater & set aside.
In a grinder, add soaked rice, water & grind coarsely & set aside.
In a pot,add milk & bring it to boil.
Add grated carrots, ground rice and mix well, bring it to boil & cook on medium flame for 5-6 minutes, cover partially & cook on low flame for 18-20 minutes and keep stirring in between.
Add sugar,cardamom seeds,almonds,pistachios,mix well & cook on medium flame until milk is reduced and thickened (5-6 minutes).
Add kewra water & mix well
Turn off the flame,add cream and mix well.
Turn on the flame and cook for a minute.
Garnish with pistachios & serve hot or chilled!
