Grind together ginger garlic, green chilies, black pepper, fennel seeds, cumin very well without water, add 1 tbsp water if required, add this grinded masala to the mince, grind again, add chopped onion, chopped tomatoes, salt, egg, millet flour, wheat flour, crushed coriander, spring onion, coriander, mint and lemon juice, mix and marinate for 30 mins, deep fry small balls, if kebabs are breaking add a slice of bread. To assemble Cut mini hotdog buns from center, heat, apply with chutney, then prepared kachumber, put 3 to 4 kabab, serve with some more chutney.
