Put all the ingredients for chicken in a chopper and grind them together, grease your hands and shape the mixture into small size balls, put on a tray and freeze for 1 hour.
In a plate, take some dry flour, add salt and pepper to it. In another bowl make flour paste with water and flour.
In the 3rd plate spread bread crumbs. First coat the balls in dry flour, then dip in flour paste, finally coat them well in bread crumbs.
Deep fry the chicken balls till crisp and golden, remove on a paper towel.
For Sauce:
Heat butter in a pan, fry chopped garlic and chili flakes for few seconds, add in all the remaining ingredients for sauce, cook on low flame till sauce thick, if it gets too thick add 2 tbsp water.
Toss the fried balls with prepared garlic sauce, arrange on a platter, garnish with some spring onions on top and serve.
