To prepare sugar syrup, pour water into a deep pan. Add green cardamom and sugar, and whisk to help the sugar dissolve quicker. Cook until the sugar dissolves completely.
In a bowl add flour, semolina, baking powder, cardamom powder, and mix well. Now pour milk gradually and make a thick mixture.
Heat oil in a pan and pour the prepared flour mixture into the pan and cook each side for 3 minutes. Take them out on a plate when done from both sides.
Drizzle sugar syrup. Garnish with pistachios and almonds.
