In a bowl add chicken with carrots, cabbage, green chilies, soy sauce, oyster sauce, black pepper, salt, egg, chili sauce and mix well until all the ingredients are well combined. Put it aside.
In a flat plate take soaked rice and take a handful of the chicken mince stuffing and make a round ball and cover it with soaked rice.
Now place the rice covered stuffing balls into a steamer and let it steam for 25 minutes.
