Heat oil in a wok, add cumin seeds and bay leaf, add chopped onion with salt, and cook till light golden, add chopped tomatoes, cover, and cook till soft
Grind together coriander leaves, capsicum, and green chilies to a fine paste, add ginger garlic in the wok with the grounded green paste
Black pepper, coriander, cumin, allspice, haldi, and lemon juice, cook well, add 1 cup water with mince, fry well, cover and cook for 10 mins
