Grind the raw and boil mince + 2 onion together in a chopper with grinded gram, poppy seeds, salt chili powder allspice.
Mix well make into balls and shallow fry.

Brown onions grind the onions add to the oil with ginger garlic paste coriander cumin chili powder salt allspice and yoghurt fry well add 1 cup water add the fry koftas leave it on Dum lastly add allspice kewra and saffron.
