Instructions
Heat oil, add whole spices fry 2 minutes.
Add mutton fry for 5 minutes.
Add ginger garlic paste, chili powder, salt and pepper with grinded fennel, grinded dried ginger powder, reduce heat.
Add yogurt, cardamom powder, keep stirring till it boils.
Add 1½ cup water, cover and cook till mutton tender.
Lastly add saffron, simmer for 5 minutes and serve wit nan.
